Additional authority to arrest can be found in Article 18.16 of the Code of Criminal Procedure: PREVENTING CONSEQUENCES OF THEFT. Any person has a right to prevent the consequences of theft by seizing any personal property that has been stolen and bringing it, with the person suspected of committing the theft, if that person can be taken, before a magistrate for examination, or delivering the property and the person suspected of committing the theft to a peace officer for that purpose. To justify a seizure under this article, there must be reasonable ground to believe the property is stolen, and the seizure must be openly made and the proceedings had without delay.

Surety May Obtain a Warrant (CCP 17.19): (a) Any surety, desiring to surrender his principal and after notifying the principal's attorney, if the principal is represented by an attorney, in a manner provided by Rule 21a, Texas Rules of Civil Procedure, of the surety's intention to surrender the principal, may file an affidavit of such intention before the court or magistrate before which the prosecution is pending. The affidavit must state:      (1) the court and cause number of the case;      (2) the name of the defendant;      (3) the offense with which the defendant is charged;      (4) the date of the bond;      (5) the cause for the surrender; and      (6) that notice of the surety's intention to surrender the principal             has been given as required by this subsection.

Surety May Obtain a Warrant (CCP 17.19-Continued): (b) In a prosecution pending before a court, if the court finds that there is cause for the surety to surrender the surety's principal, the court shall issue a capias for the principal. In a prosecution pending before a magistrate, if the magistrate finds that there is cause for the surety to surrender the surety's principal, the magistrate shall issue a warrant of arrest for the principal. It is an affirmative defense to any liability on the bond that:      (1) the court or magistrate refused to issue a capias or warrant of arrest for the principal; and      (2) after the refusal to issue the capias or warrant of arrest, the principal failed to appear. (c) If the court or magistrate before whom the prosecution is pending is not available, the surety may deliver the affidavit to any other magistrate in the county and that magistrate, on a finding of cause for the surety to surrender the surety's principal, shall issue a warrant of arrest for the principal. (d) An arrest warrant or capias issued under this article shall be issued to the sheriff of the county in which the case is pending, and a copy of the warrant or capias shall be issued to the surety or his agent. (e) An arrest warrant or capias issued under this article may be executed by a peace officer, a security officer, or a private investigator licensed in this state.

Unlawful Carrying Weapons (PC 46.02): (a) A person commits an offense if the person intentionally, knowingly, or recklessly carries on or about his or her person a handgun, illegal knife, or club if the person is not:      (1) on the person's own premises or premises under the person's control; or      (2) inside of or directly en route to a motor vehicle or watercraft that is owned by the person or under the person's control. (a-1) A person commits an offense if the person intentionally, knowingly, or recklessly carries on or about his or her person a handgun in a motor vehicle or watercraft that is owned by the person or under the person's control at any time in which:      (1) the handgun is in plain view, unless the person is licensed to carry a handgun under Subchapter H, Chapter  411 , Government Code, and the handgun             is carried in a shoulder or belt holster; or       (2) the person is:                  (A) engaged in criminal activity, other than a Class C misdemeanor that is a violation of a law or ordinance regulating traffic or boating;                  (B) prohibited by law from possessing a firearm; or                  (C) a member of a criminal street gang, as defined by Section  71.01 . (a-2) For purposes of this section, "premises" includes real property and a recreational vehicle that is being used as living quarters, regardless of whether that use is temporary or permanent. In this subsection, "recreational vehicle" means a motor vehicle primarily designed as temporary living quarters or a vehicle that contains temporary living quarters and is designed to be towed by a motor vehicle. The term includes a travel trailer, camping trailer, truck camper, motor home, and horse trailer with living quarters. (a-3) For purposes of this section, "watercraft" means any boat, motorboat, vessel, or personal watercraft, other than a seaplane on water, used or capable of being used for transportation on water. (b) Except as provided by Subsection (c), an offense under this section is a Class A misdemeanor. (c) An offense under this section is a felony of the third degree if the offense is committed on any premises licensed or issued a permit by this state for the sale of alcoholic beverages.

Places Weapons Prohibited (PC 46.03): (a)  A person commits an offense if the person intentionally, knowingly, or recklessly possesses or goes with a firearm, illegal knife,         club, or prohibited weapon listed in Section  46.05 (a):          (1) on the physical premises of a school or educational institution, any grounds or building on which an activity sponsored by                 a school or educational institution is being conducted, or a passenger transportation vehicle of a school or educational                 institution, whether the school or educational institution is public or private, unless:                      (A) pursuant to written regulations or written authorization of the institution; or                      (B) the person possesses or goes with a concealed handgun that the person is licensed to carry under Subchapter H,  	Chapter  411 , Government Code, and no other weapon to which this section applies, on the premises of an 	 institution of higher education or private or independent institution of higher education, on any grounds or  	building on which an activity sponsored by the institution is being conducted, or in a passenger transportation  	vehicle of the institution;          (2) on the premises of a polling place on the day of an election or while early voting is in progress;          (3) on the premises of any government court or offices utilized by the court, unless pursuant to written regulations or written                authorization of the court;          (4) on the premises of a racetrack;          (5) in or into a secured area of an airport; or          (6) within 1,000 feet of premises the location of which is designated by the Texas Department of Criminal Justice as a place                of execution under Article  43.19 , Code of Criminal Procedure, on a day that a sentence of death is set to be imposed on                 the designated premises and the person received notice that:                      (A) going within 1,000 feet of the premises with a weapon listed under this subsection was prohibited; or                      (B) possessing a weapon listed under this subsection within 1,000 feet of the premises was prohibited.

Impersonating a Peace Officer (PC 37.11)  (Impersonating Public Servant): (a) A person commits an offense if he: (1) impersonates a public servant with intent to induce another to submit to his pretended official authority or to rely on his pretended official acts; or (2) knowingly purports to exercise any function of a public servant or of a public office, including that of a judge and court, and the position or office through which he purports to exercise a function of a public servant or public office has no lawful existence under the constitution or laws of this state or of the United States. False Identification as Peace Officer (PC 37.12) (Misrepresentation of Property): (a) A person commits an offense if:      (1) the person makes, provides to another person, or possesses a card, document, badge, insignia,            shoulder emblem, or other item bearing an insignia of a law enforcement agency that identifies a             person as a peace officer or a reserve law enforcement officer; and      (2) the person who makes, provides, or possesses the item bearing the insignia knows that the            person so identified by the item is not commissioned as a peace officer or reserve law enforcement officer as            indicated on the item. (b) It is a defense to prosecution under this section that:      (1) the card, document, badge, insignia, shoulder emblem, or other item bearing an insignia of a law enforcement             agency clearly identifies the person as an honorary or junior peace officer or reserve law enforcement officer, or             as a member of a junior posse;      (2) the person identified as a peace officer or reserve law enforcement officer by the item bearing the insignia was             commissioned in that capacity when the item was made; or      (3) the item was used or intended for use exclusively for decorative purposes or in an artistic or dramatic             presentation. (c) In this section, "reserve law enforcement officer" has the same meaning as is given that term in Section  1701.001 ,      Occupations Code. (d) A person commits an offense if the person intentionally or knowingly misrepresents an object as property belonging       to a law enforcement agency. (e) An offense under this section is a Class B misdemeanor.

Issues relating to License To Carry ( LTC ): While possession of a valid  LTC  allows for a citizen to legally carry a weapon, the  LTC   DOES NOT  give an officer the authority to carry a weapon on duty unless otherwise commissioned under Private Security regulations.  Likewise, a security officer’s commission  DOES NOT   provide authority for off duty carry without a valid  LTC .

Does a License to Carry allow a person to carry a firearm while working as a security officer or Personal Protection Officer?  Can Disturbing the Peace include abusive or obscene language?
