Universal Access to Quality Tertiary Education Act Republic Act 10931.
WHO CAN AVAIL THE FREE HIGHER EDUCATION (FHE) ?. Starting AY 2018-2019, all Filipino undergraduates enrolled in SUCs and CHED recognized LUCs will enjoy free tuition, miscellaneous, and other school fees, subject to the ff. Pass/meet the admission and retention policies of the institution (no age or financial requirements); No previous undergraduate degree; and Not overstaying at the college level (e.g., maximum residency rule plus one-year grace period as provided by law).

WHAT IS TERTIARY EDUCATION SUBSIDY (TES) ?. The Tertiary Education Subsidy or TES is one of the major components of RA 10931 or the Universal Access to Quality Tertiary Education Act (UAQTEA). A grant-in-aid program under Republic Act 10931 to qualify the poor or near-poor students and students studying in cities and municipalities without SUCs and LUCs..
Student should avoid not to exceed the Maximum Residency Rule (MRR) of any programs in any HEI or the MRR in any HEI, whichever is shorter; A grantee should avoid not be an expelled student from HEI ; A grantee should make sure to enroll in program that are in the Registry; A student must not be a beneficiary of Tulong Dunong Program (TDP), CHED Scholarship Programs (CSP), and national government-funded StuFAPs ; Student must not be a beneficiary in PHEIs located in cities or municipalities with no SUC or CHED recognized LUC but are not residing in the cities or municipalities where the said PHEIs are located will be tagged as ineligible on TES. REMINDERS FOR TES CONTINUING GRANTEES:. Failure to enroll for one (1) academic term with no leave of absence (LOA) is prohibited. Failure to enroll for at least two (2) academic terms within an academic year will disqualify the student to avail the TES. A grantee must avoid suspension by their HEI for (1) academic term or more ; A grantee expelled from their HEI must be automatically disqualified from the grant. A student should make sure to qualify the admission and retention requirements of their HEI, as certified by the HEI; Students who fail to complete their bachelor’s degree or comparable undergraduate degree a year after the period prescribe in their program will be ineligible to the grant . GROUNDS FOR TERMINATION. TDP-TES grantee must be a regular student, maintaining GWA and should avoid incomplete grades. Failure to confirm acceptance of the award within 15 calendar days from their receipt of NOA. Failure to meet the admission and retention policies of the HEIs where they are enrolled. Failure to enroll regular load per term, as determined and certified by his/ her respective HEI. Failure to enroll for one (1) academic term with no leave of absence (LOA). Failure to enroll for at least two (2) academic terms within an academic year . Grantees suspended by their HEI for one (1) academic term or more; Grantees expelled from their HEI; Grantees who fail to complete their bachelor’s degree or comparable undergraduate degree a year after the period prescribe in their program . CLARIFICATIONS !. TES (Tertiary Education Subsidy ) is different from ongoing TDP-TES ( Tulong Dunong Program). Ongoing TDP-TES grantees are formerly CHED-TDP who will receive Php7,500.00 per semester while TES grantees receive Php20,000.00 per semester..
