BACKGROUND/ OVERVIEW. The Situation in Region I. In 2015 Pangasinan has had a population of 5.03 million of the country’s total population of 100.98 million In the same year Pangasinan has had a population of 494,700 belonging to ages 15-19 years old. Young women with some primary education and those from the poorest households are more likely to have begun childbearing than young women with higher education levels and those from the wealthiest households. In 2017 the percentage of women 15-19 in Region 1 who have had a live birth was at 9.8%; who are pregnant with first child at 3.4%; and who have begun childbearing at 13.2%. Compared to the much Philippine average of 7%, 1.5%, and 9% respectively..

From 2017 until present the City of San Carlos has been delisted from the top 10 cities/municipalities in Pangasinan with the highest adolescent birth rate.
