BACKGROUND/ OVERVIEW. The Situation in Region I. In 2015 Pangasinan has had a population of 5.03 million of the country’s total population of 100.98 million In the same year Pangasinan has had a population of 494,700 belonging to ages 15-19 years old. Young women with some primary education and those from the poorest households are more likely to have begun childbearing than young women with higher education levels and those from the wealthiest households. In 2017 the percentage of women 15-19 in Region 1 who have had a live birth was at 9.8%; who are pregnant with first child at 3.4%; and who have begun childbearing at 13.2%. Compared to the much Philippine average of 7%, 1.5%, and 9% respectively..

BACKGROUND/ OVERVIEW. The Situation in Region I. In 2016 San Carlos City placed 4th among the highest in Pangasinan with the highest adolescent birth rate. From 2017 until present the City of San Carlos has been delisted from the top 10 cities/municipalities in Pangasinan with the highest adolescent birth rate.

OBJECTIVES. General Objective:. To reduce the Adolescent Birth Rate of the City and prevent the relapse of increasing teenage pregnancy by providing services, trainings, and facilities accessibly available to the youth in order to combat sexually risky and non-sexually risky behaviours.

OBJECTIVES. Specific Objective:. To establish youth centers and service delivery networks by reaching 60% of the total 5 districts of the city by 2025. The Local Government Unit will be able to establish local mechanisms that will help in youth empowerment and development through the passage of local ordinances To delist the city from list of highest ABR by increasing the number of seminars and trainings conducted annually against sexually and non-sexually risky behaviours by 5% annually by 2025..

Innovation and tailor fitting of lectures, workshops, and programs against sexually and non-sexually risky behaviors Increase utilization of existing youth centers and SDN Retraining and Reorganization of Service Delivery Network Officers Increased Cooperation with DEPED and SK Councils to further educate in school youth and out-of-school youth Increase participation of youth against non-sexually risky behaviours and in PPAs conducted by the LGU Sustain availability of funds.
