Part A They moved to England Clause Can be divided into Subject and a Predicate Part B At his birth Phrase Cannot be divided into Subject and Predicate Part C When he was born Clause Can also be divided into a subject and a Predicate.
Part of a sentence with some meaning and can be divided into subject and a predicate is a CLAUSE Part of a sentence with some meaning but cannot be divided into subject and predicate is a PHRASE.

WITH A BROKEN HANDLE CANNOT be divided into Subject and a Predicate Part of sentence? YES Has meaning YES Divided into subject and predicate? NO.
That had a broken handle That is the SUBJECT and had a broken handle is the PREDICATE Part of sentence? YES Has meaning YES Divided into subject and predicate? YES.
