[Audio] This training course was created to provide a concise, cohesive set of sign maintenance and management materials to employees of various cities, counties, and municipalities. The purpose and need for this course stemmed from the MN MUTCD requirements related to sign maintenance and management. This educational tool will help agencies develop and maintain plans and processes to meet MN MUTCD standards in their respective jurisdictions. In general, if you have any questions, check with your agency's Engineer. STANDARD - Public agencies or officials having jurisdiction shall use an assessment or management method that is designed to maintain sign retroreflectivity at or above the minimum levels in Table 2A- 3. [Audio] The development and funding for the original training course in 2014 was provided by the Minnesota Local Road Research Board through its Research Implementation Committee and involved a team of experts from SRF Consulting Group, CH2MHill, the University of Minnesota, MnDOT, and a collection of city and county agencies. [Audio] This module, Module 1, provides a brief overview of all of the modules in the course..
[Audio] Module 2 will cover the Minnesota Manual on Uniform Traffic Control Devices ( MN MUTCD). As stated in the MN MUTCD, "This Manual contains the basic principles that govern the design and use of traffic control devices for all streets, highways, bikeways, and private roads open to public travel regardless of type or class or the public agency, official, or owner having jurisdiction." The MN MUTCD is modeled after the Federal MUTCD and while it generally conforms to it, it also supplements it in some areas. An acceptance process must be followed when any state, such as Minnesota, submits its own version of the Federal MUTCD..
[Audio] Module 3, will explore policies that drive sign maintenance and management. It will also discuss research on the effectiveness of signs and review several case studies related to sign maintenance and management policy..
[Audio] Module 4 will discuss the various materials that signs are composed of. It will discuss some of the advantages and disadvantages of certain materials and look at the sign fabrication process..
[Audio] Module 5, Safety, covers everything that goes into safe field work, including: the Minnesota Temporary Traffic Control Field Manual Training, work in right-of-way, Gopher State One Call, worker visibility, truck visibility, and short-term closures..
[Audio] Module 6, Sign Placement, will discuss MN MUTCD guidance on sign placement, the clear zone, warning signs and chevron placement, and signs on private property. Module 6 will also review several case studies..
[Audio] Module 7, Sign Installation, will look at all things installation-related. This includes: sign trucks and equipment, the clear zone and breakaway requirements, installation details, and potential installation issues..
[Audio] Module 8, Sign Retroreflectivity, will delve deeper into sign retroreflectivity, the associated standards, costs of maintenance, and several related case studies..
[Audio] Module 9, Sign Maintenance and Management, will discuss the processes that address the MN MUTCD requirements related to sign maintenance and management. It will look at the various methods for repair and replacement, sign inventories, reporting and record keeping, inspection, and preventative maintenance..
