Purposive action and intentionality have seemingly been considered as the key drivers for institutional change (Lounsbury & Crumley, 2007).  Places can significantly affect people’s emotions and identities, the two main ingredients that stir up human action ( Ashforth  &  Mael , 1989). Efforts aimed at poverty alleviation may lead to the creation of new or provisional institutions (Lawrence, Suddaby, &  Leca , 2009).   In this paper, we investigate the use of institutional work to tackle deprivation and stigma in excluded communities facing extreme socio-economic challenges  Although research has suggestive of possible relationships between place and institutions, these relationships have not been examined in explicit detail in any of the current literature (Lawrence et al., 2013).  The impact of stigma on institutions and institutional work has been mostly ignored in empirical research (Hampel & Tracey, 2016).

Jaywick is in the north east of Essex and close to Clacton-on-Sea. I nitially a holiday resort -beautiful coastline and sandy beaches After the Second World War, many people's homes were destroyed in the bombings so they moved into their holiday homes permanently. The area still has a high flood risk-35 residents perished in the floods in 1953 Tendring council saying the sea wall can only survive one major flood in the next 50 years. The seaside town was first listed as the most deprived area in England on the Indices of Multiple Deprivation 2010, 2015 and 2019 list.

STRONG COMMUNITY SPIRIT ******************* Jaywick has a higher rate of unemployment compared to the national average  extreme deprivation and stigmatisation challenges  Many residents rely of benefit claims Lack of investment and poor infrastructure Elderly and transient population Majority of residents either have no qualifications or have very low levels of qualifications (JCCT, 2016; Coastal Community Alliance, 2010; MHCLG, 2015 , 2019).
