[Audio] Sarangani is a province in the Philippines located in the SOCCSKSARGEN Region. Its capital is Alabel. With a 230-kilometre coastline along the Sarangani Bay and Celebes Sea, the province is at the southernmost tip of Mindanao island, and borders South Cotabato and Davao del Sur to the north, Davao Occidental to the east, and the Celebes Sea to the south. Sarangani is part of the South Cotabato-Cotabato-Sultan Kudarat-Sarangani-General Santos City (SOCCSKSARGEN) development cluster and is linked by paved roads to the international airport and harbor of General Santos City. The province is divided into two sections, separated by the Sarangani Bay and General Santos City, and it used to be part of South Cotabato until it was made an independent province in 1992. Sarangani has seven municipalities (Alabel, Malapatan, Glan, Malungon, Maasim, Kiamba and Maitum) with 142 Barangays. Its vast beachfront, rolling hills and plains offers plenty of opportunities. The lower crime rate reflects of the police and other law enforcement counterparts in ensuring the safety and security of the public. Continuous implementation of proactive measures to combat criminal activities and provide a safe environment for all the Sarangans. It is important to address specific crimes and targeted strategies to further reduce their occurrence..

[Audio] In this slide, the data under total crime incidents is presented. For the current period, a total of 426 crime incidents were recorded. The total crime incidents recorded a decrease of two-hundred eighty-four (284) or 40% wherein both Peace and Order Indicator and Public Safety Indicator both recorded a significant decrease, respectively. Sarangani PPO's unwavering efforts to keep the province free from criminal elements and activities are demonstrated by the decline in the peace and order index. It also shows how successful current methods of preventing crime are in lowering the number of crimes that occur. The peace and order indicator, which represents the actual crime picture in the AOR, is also a crucial component of police. However, throughout the current period, the majority of the occurrences included under the public safety indicator were related to vehicles. Certain motorists' carelessness and irresponsible driving style contributed to these occurrences and put other drivers using public roads at risk. (next slide).

[Audio] The decrease in the peace and order indicator can be further analysed by looking at the specific categories of crimes. Index Crimes recorded a total of 85 incidents, thus, showing a decrease of 42.18% or 62 crime incidents. This includes serious offenses such as 8 focus crimes (with a total of 84 incidents) and special complex crimes (with a total of 1 incident – Carnapping with Homicide (1); Additionally, there was also a decrease of 36.82% in non-index crimes or 148 crime incidents, which encompass offenses punishable under the revised penal code which are not categorized as index crimes. The increase can be linked to the sustained anti-criminality campaign aimed in addressing the prevention and reduction of all crime incidents as well as the enforcement of special laws. The significant decrease in index crimes contributed to the significant reduction in the peace and order indicator which clearly manifests that throughout the current period, this ppo was significantly peaceful and police stations in the AOR are giving their best efforts in ensuring that all forms of criminality be reduced if not totally prevented and addressed. Moreover, the relentless conduct of police-initiated operations from the previous years can also contribute to the decrease in Non-Index Crimes. The consistent and targeted police efforts, increased conduct of patrols, simultaneous conduct of simultaneous anti-criminality and law-enforcement operations (SACLEO), and community policing significantly deter criminal activities over time. However, despite the decrease in non-index crimes, continuous efforts of this PPO in ensuring that all crimes particularly those belonging to the special penal laws are continuously being enforced. (next slide).

[Audio] From January 1 to December 6, 2024, a total of 84 8 Focus Crimes was recorded. Under the 8 Focus Crimes, decrease on incidents of murder, physical injury, rape, robbery, theft, and carnapping mc where recorded while carnapping mv and homicide recorded an increase for the period. DECREASE: Murder decreased by 11 incidents or 44%, Physical Injury decreased by 6 incidents or 46.15%, Rape decreased by 28 incidents or 44.44%, Robbery decreased by 6 incidents or 75%, Theft decreased by 16 incidents or 53.33%, and Carnapping MC decreased by 2 or 66.67%. INCREASE: Homicide increased by 5 incidents or 100% and carnapping MV increased by 1 incident or 100%. MURDER Murder cases in this PPO are the result of personal grievances, suggesting deep-seated hostility. They are frequently carried out in broad daylight, indicating a brave and spontaneous deed in spite of the possibility of witnesses. The suspect(s) typically brandish a gun, underscoring their deadly desire to kill. Because they are easily accessible, they frequently employ bladed weapons, which are ordinary household items. When private grievances turn into violent crimes in public spaces, the conflict's emotional intensity is more clearly defined. The nature of the crime highlights the perpetrator's desire to commit the act without thinking about the repercussions, in addition to putting innocent bystanders in danger. THEFT The most popular method among suspects targeting businesses with personal gain motivations due to financial distress is the "salisi" modus operandi, which is defined by stealthy acts made easier by diversion. RAPE The comparative data indicates a significant decrease in reported rape cases from January 1 to December 6, 2024 (28 incidents), in contrast to the same period of the previous year of CY 2023 (63 incidents), suggesting improvements in preventive measures, heightened awareness, or shifts in reporting behaviors. The WCPD underscores the Sarangani Police Provincial Office's unwavering commitment to addressing and reducing rape incidents in their Area of Responsibility (AOR). Notably, there is a proactive/reactive response to this trend, as evidenced by initiatives like inter-agency coordination, the production of Information, Education, and Communication (IEC) materials, tri-media interactions, Barangay visitations, and programs like "Oplan Yawyaw." Despite persistent challenges evident in ongoing cases, such as psychological trauma brought on by such incidents and victim-blaming attitudes and discrimination, such incidents still require attention and dedication. Furthermore, lust was revealed to be the suspects' motivation as the investigation into all reported rape instances proceeds, with force, threats, and intimidation being the usual methods of operation. Physical strength is utilized to subdue the victim through force; Carnapping MV and MC with the intent of personal gain involves the unlawful taking of motor vehicles with the suspects deliberately failing to return the vehicle to its owner or stealing it while it is being parked unattended. This modus operandi typically reflects a motive rooted in financial benefit. Suspects tend to seek profit from the stolen vehicle through illegal resale, parting out, or involvement in illicit activities. Homicide and Physical Injury is the result of intense disagreements, miscommunication, and frequently personal resentment. Unresolved conflict that lasts a long time might drive some people to use physical violence, including killing and injuring others. Additionally, the consumption of alcoholic beverages contributes to these instances because drunkenness exacerbates anger and impairs judgment. Thus, what starts off as a straightforward understanding can quickly turn into heated disputes, violent exchanges, and even deadly wounds or injuries for the victim. Robbery are carefully thought out, and the suspects frequently target.

[Audio] In the actual data of Sarangani PPO, the AMCR is currently registered at 5.89 crime incidents per 100,000 population, thus, showing a reduction of 3.93 percentage points as compared with the previous period of CY 2023. This is attributed to the effective crime prevention strategies implemented on a daily basis as evident in the reduction of Total Crime Incidents. (NEXT SLIDE).

[Audio] The current period, both CCE and CSE recorded a decrease of 3.84% (CCE) and 6.06% (CSE), respectively. The current challenge of low crime clearance and crime solution efficiency rates can be attributed to the numerous reported incidents where suspects remain unidentified, coupled with heightened public awareness leading to more individuals reporting crime incidents to the nearest police station. Another element that has contributed to the growth in its CCE and CSE is the fact that the criminal incidents from the previous year that were either unresolved or under investigation have already been resolved. Crime occurrences frequently necessitate a substantial investment of time and resources for a thorough investigation, which includes locating possible witnesses and painstakingly assembling evidence to support a strong criminal case against the suspects. However, it is crucial to acknowledge that ongoing investigations into these incidents allows for the continuous improvement of the CCE and CSE in the near future. The meticulous and thorough nature of these investigations is essential for achieving justice, delivering closure to victims, and acting as a deterrent for future criminal activities. The meticulous investigation procedure also helps to preserve public confidence because each case that is resolved makes SARANGAN safer. Keeping this in mind, Sarangani PPO expects these investigations to yield more favorable results, which will improve the efficiency of criminal clearance and solution. The CCE and CSE both showed declines for the present period of 1.26% and 3.59%, respectively. Due to increased public awareness, more people are reporting crime incidences to the closest police station, which is contributing to the current problem of low crime clearance and crime solution efficiency rates. There have been many reported incidents in which suspects remain unidentified. Moreover, an additional contributing cause to the rise in its CCE and CSE is the resolution of the crime incidents from the previous year that were either unsolved or under investigation. Crime occurrences frequently require a substantial amount of time and resources for a thorough investigation. This investigation include locating possible witnesses and carefully compiling evidence in order to make a strong criminal complaint against the suspects. The CCE and CSE will, nevertheless, be continuously improved in the near future thanks to continuing investigations into these instances, which must be acknowledged. In order to bring about justice, provide closure to the victims, and serve as a deterrence for future criminal activity, these investigations must be extraordinarily careful and comprehensive. Furthermore, since each case that is solved makes SARANGANI safer, the exhaustive investigation process has the added benefit of preserving public trust. In light of this, Sarangani PPO expects that these investigations will produce beneficial changes that will improve the overall effectiveness of crime clearance and solution efforts. (NEXT SLIDE).
