Elimination/substitution Provides the highest level of protection against hazards. The hazard is eliminated from the workplace or a safer item/substance is substituted for the more hazardous item/substance. Engineering controls are the second most effective means of protecting employees from hazards, followed by administrative and work practice controls. PPE - last resort; it is least effective.
