[Audio] The patient is Alan Ceba del Rosario. Sixty-three years old, divorced, and a resident of No. 59 Lopez Jaena, Aurora Hill, Baguio City. The patient recently moved in the Philippines together with his common-law-spouse, Mildred Morales..

[Audio] On February 2, 2022, the couple were escorted to BGHMC by PNP Station 6, lead by PSSgt. Joel Dupas for possible medical interventions due to the patient's violent and hostile behaviors which alarmed the safety of his neighborhood..

[Audio] At 11: 07 am, the Nurse-on-Duty referred the patient to the Medical Social Work Department for further interventions since the patient does not want to be assessed and has been causing inconvenience and disturbance at the Emergency Room ( ER)..

[Audio] The patient was tirelessly shouting and uttering expletives to the medical staff and police officers attending to him. The MSWOD immediately responded upon receipt of the referral and went straight to the ER to assess the patient's current situation. He was handcuffed by police personnel to prevent further injuries and destruction in the facility..

[Audio] Due to the patient's unapproachable behavior, intake interview was conducted with Ms. Morales. Unfortunately, she had just known the patient for quite sometime, hence she was only able to disclose few information about him. During the encounter, MSWOD explained to her the protocols and legal process for patients as she had been insisting of taking the patient home without being assessed by the doctor. It was made clear to her that she does not have the legal authority to decide for the patient not to undergo medical procedures/ assessment as this concerns the welfare of the patient as well as the security of the health care facility..

[Audio] Collateral interview was also done with PSSgt. Dupias who cooperatively gave information. Accordingly, Mr. del Rosario has a previous legal case filed against him by their station due to physical assault he inflicted to one of their police officers. He was later bailed out by his friend, Mr. Alfred Dizon. Accordingly, they are concerned on the peace and safety of the residents living near Mr. del Rosario, since this was the second incident he had manifested unmanageable behavior. The patient was brought to BGHMC for assessment to know the factors triggering the latter's actions as they were worried that he may be in need of medical attention..

[Audio] After an hour, Mr. Alfred Dizon came to the hospital and demanded to bring the patient with him. He claimed that the patient would be fine without medications. However, Mr. Dizon was not even a distant relative to decide for the patient..

[Audio] Due to the said unavailable family members, the MSWOD resorted in obtaining a verbal consent through a phone call with the patient's sister, Ms. Jean. The current situation of his brother was elucidated first including the hospital policies, charges and counterparts. It was explained to her the need to give consent in order for the medical staff to administer the necessary therapeutic assessment and procedures. She then allowed for his brother to be sedated in order to calm him down. It was mentioned that Ms. Jean is obliged to authorize someone who will take responsibility on further hospital transactions. Although initially undecided, she eventually gave authority to Mr. Dizon to act as his brother's guardian. Mr. Dizon disclosed his willingness to take account in any arrangements concerning the patient , hence signed the responsibility form after it's content was explained. The patient was discharged with his friend at around 4: 00 PM upon ward follow-up..
