INITIATION/ANNOUNCMENT OF EVACUATION:. Fire and emergency alarms are intended to alert refinery site personnel's that a fire, gas release or other life-threatening situation exists. Upon hearing fire alarm occupants of building Shall: leave the workplace. Immediately evacuate the building via the nearest safe route. reach designated Building assembly point. Obey all directions from group leaders. Authorized Group leader shall be informed and ensure that the floor/passage deputy group leaders about emergency. Authorized Group leader will call immediately to EDC (170), for more information relevant to the incident..

KEY PERSONNEL ROLES AND RESPONSIBILITIES:. On reaching the assembly point, take head count and fill the “Emergency Head Count Sheet” (Annexure-1) and compare with the daily head count sheet and hand over to the group leader. Group Leaders Group Leader is a designated person within an organization/building who is given specific responsibilities to manage the evacuation of all persons from his/her designated area/Building with co-ordination with deputy group leader during a fire incidents or other emergencies. Focal person for communication with EDC and Ensure that the EDC-170 has been notified. On instructions from EDC, effect evacuation of personnel and Coordinate with deputy group leader and collect all headcount and report to HSE Coordinator for search and rescue. KEY PERSONNEL ROLES AND RESPONSIBILITIES:. Zone Leaders Zone Leader & their alternate are nominated for each zone of Al Zour Refinery. Based on zone leader instruction further evacuation will be carried out from building assembly point to main gathering point of Al Zour refinery buildings area. Zone leader of respective zone shall collect head count details from Group Leaders using Head Count Report form of respective gathering Points/Emergency shelter . In turn, they should inform the head count to the EDC for necessary action. Coordinate with transport coordinator for further transportation of employees from building assembly point to main gathered point of Al Zour refinery buildings area..

Evacuation Coordinator (Shift Safety) Safety Engineers (Shift Safety) approach to the assigned assembly point and guide the group Leaders at assembly point for further action. Evacuation Traffic Controller Shift Security Officer Barricade the incident scene, control the traffic. TRANSPORT COORDINATOR (GENERAL SERVICE): Obtain information regarding evacuation, wind direction, changes in evacuation routes and assembly points from EDC operator and coordinate with respective zone leaders. Obtain the head count from Group Leaders and informed to Shift Fire officer about missing person for rescue. Transport coordinator is a designated person from general service group who is given specific responsibilities to manage the transport in coordination with zone leader. Responsible for the allocation/assigned the buses and bus drivers of to transfer KIPIC / Secondment employees from respective building assembly points to respective gathering point in Refinery. Transport coordinator shall be available for all the shift (covering 3 shift), in case of absence assigned the alternate. Allow only fire services, ambulance and persons holding emergency gate pass. EMERGENCY EVACUATION ROUTE MAPs :. EMERGENCY EVACUATION ROUTE MAPS: Refinery safety team shall prepare building Emergency Evacuation route layout and updated periodically in coordination with the asset custodian. Periodic evacuation drills are planned and carried out in the Refinery. Various types of drills such as Partial Evacuation Drill, Total Evacuation Drill are planned every year and carried out accordingly. GENERAL GUIDELINES DURING EMERGENCY:. Get familiar with Emergency Evacuation routes. Wear Proper PPE for safe evacuation. Know your Local & Main Assembly Points. Know your Group Leader & follow his instruction. Know the Siren for Emergency Evacuation. On hearing the Emergency Siren, reach your respective workplaces and remain alert and wait for further instructions. If you are working on equipment or machinery, stop it and secure it. Do not panic, keep calm. Do not rush, push, or overtake. Do not smoke. Keep noise to a minimum so that instructions can be easily heard. In case evacuation is declared in your area, by considering cross wind direction proceed to declared Local Assembly Point under the guidance of your Group Leader. Use Stairs. Do not use lifts..

GENERAL GUIDELINES DURING EMERGENCY:. Personnel having vehicles shall proceed directly to the Assembly Point (Local/Main) and try to carry personnel in route to maximum capacity. Do not panic or over speeding while driving. Emergency response vehicle such as ambulance and fire trucks shall be given priority. Vehicles should be parked clear of traffic lanes so emergency equipment has access to the location of the Emergency. On reaching Assembly Point (Local/Main), report to Group Leader for head count. Do not re-enter the building until ‘All Clear’ siren is sounded. Visitors shall follow their escorts. Essential Operating Staff shall remain at their respective station until further instruction from their supervisor. Designated Evacuation Routes and Local Assembly Points may not be the safest on all occasions. In case of suspected hazards, the Group Leader should contact EDC for advice and alternate..
