For the next half an hour, we will be giving you an overview of our accomplishments and progress in the past year related to our capital ships, FPVs, IBs, and ACV H-197. Let's get started!.
[Audio] We will now discuss our technical overview for the Eastern Region of CGRHQ. This briefing will cover critical defects, enforcement of directives, operation defense fundamentals, achievements, technical management philosophy, points meriting attention, G-Ds and D-448 liabilities, Afloat Support Unit, and focus area. Therefore, let us begin examining the specifics of these topics..
[Audio] In the eastern region, judicious and staggered exploitation of the power generation system is being implemented with focus on single engine operations during the operational cycle. Moreover, first level maintenance is emphasized to guarantee secure exploitation of the main engines. Additionally, the health of the M/s L &T built OPVs is being monitored..
[Audio] Presenting an overview of technical measures for the Eastern Region, this briefing includes periodic underwater cleaning and remedial measures for reducing the design speed of Inboard Boats, precautionary measures to avoid flooding in Machinery Compartments, guidelines to maintain electrical hygiene on board, ensuring ops availability of Fire Detection Systems/ Fire Warning Systems, repairing of Main Engine PCBs through the authorized firm of M/s MTU Pune, and exploiting main machineries on Ship's Daily Allowance..
[Audio] Given the recent rapid advances in technology, Eastern Region takes great care to assure we have the top systems in place. Unfortunately, we have encountered some critical defects recently, but we are confident that in collaboration with the CGRHQ, these issues will be resolved soon..
[Audio] Slide 6 of our technical overview for the Eastern region reveals the critical defects that our team must address. Sagar is rectifying a PME A-2 cylinder tapper roller, Shaurya is refilling and servicing a FM-200 major fire fighting system, Vajra is carrying out repairs on a shaft seal, Shaurya is making repairs for sea water leakage from the Stbd shaft seal, Sarang is making major repairs on DA No.2, Veera is repairing a B-10 cylinder inlet valve rocker arm on PME, and Shaurya is attending to an erratic indication on IMCS and LCP with fluctuating readings. Lastly, Rani Rashmoni is working on a Gyro Compass with erratic readings and inconsistent drift up to 750..
[Audio] Last year saw a total of 20 Operational Defects (OPDEFs) on capital ships, 8 on Fast Patrol Vessels (FPVs), 5 on Inshore Boats (IBs) and 1 on Advanced Coastal Vessel H-197. Our team was able to resolve and eliminate 40% of the OPDEFs within one week, and 34% within two weeks. In some cases, the necessary lead time for procuring spare parts meant that 14% of the total OPDEFs took a month or longer to address. Currently, the Eastern Region of Emblem gif is managing only 04 OPDEFs, accounting for 12% of the total. Most notably, the ICGS Ameya requiring an allocation of CME ex-Rajshree (Rotable Engine), and the Vaibhav with a jammed compressor rotor. These cases are progressing well, with successful Factory Acceptance Tests (FATs) conducted at the MTU workshop in Pune..
[Audio] The Eastern Region had 11 ships belonging to the Sagar and Sarang classes, 4 belonging to the Rani Abbakka class and 19 belonging to the Samarth class, Vishwast class, Vikram Class, Priyadarshini Class, C-401 Class, and H-187 Class ACV as of last year. In addition, during the same period, certain unit and equipment defects were identified in the Sarang AC System, and the Vaibhav AC System. This concludes the Eastern Region's technical overview..

We resolved a significant hydraulic oil leakage issue in the three steering ram cylinders of ICGS Rani Abbakka. Furthermore, we eliminated an unusual ECU pre-warming alarm on ICGS Sujay. Moreover, our team managed to successfully establish the SME & CPP system on ICGS Vajra by utilising parts from OBS during deployment. [Audio] The Eastern Region Engineering Branch proudly presents its technical overview of recent developments in the Indian Coast Guard Headquarters. Our team has conducted successful mock trials of the RLHTS onboard the Shaurya and operationalized DAs, AIS, and ME Combinator onboard the Sarang. Additionally, we repaired the Gas Recuperator Recoil Unit and GPI onboard the Sarang. Moreover, our team successfully completed the process of Cannibalization of spares from Ex-Durgabai Deshmukh to rectify long pending defects on the other ICG ships..
[Audio] As part of the Eastern Region E-briefing for the CGSD, both non-moving radar and ECDIS have been declared held with the CGSD in China. Additionally, a feasibility study has been conducted to evaluate the prospect of remotely accessing equipment in order to address any potential issues. [Audio] In an effort to conduct a technical overview of the eastern region, salvage operations have been launched to restore machineries and operationalize ICGS C-435. Reappropriating the main engine from Ex-ICGS Rajshree to ICGS Ameya has also been successfully completed. Additionally, the contract for the underwater job of C-453 for the Seychelles was completed. Out of 116 A's and A's of the Eastern Region, 49 have been granted approval..
[Audio] We have conducted a comprehensive review of our technical operations in the Eastern Region, from early projection and positioning of major routine kits to the availability of key personnel during refit and major operations. To ensure optimal utilisation of our budget, we have adopted VED analysis and have recruited in-house personnel with expertise in quality engineering practices. This allows us to maintain efficiency and reliability in our operations..

[Audio] The CGRHQ Eastern Region attained considerable success in exploiting MEs and OPVs from September 22 to July 23, as depicted by this chart. Sarang had 1321 in single ME exploitation, Sujay 1169, Shaunak 1010, and Sagar 1792. For double ME exploitation, Vaibhav had 498, Vajra 1759, Veera 1169, Vigraha 1524, and Shaurya 1895. Optimizing the management of spare parts onboard has been done to ensure our fleets are operating at their highest possible efficiency. Furthermore, measures have been implemented to reduce the incidents of inadvertent release and operation of FM 200 fire suppression systems..

[Audio] The Coast Guard Timber Pond Project is a significant achievement in fortifying our Eastern Region. Phase-I is progressing with a Detailed Project Report, submitted by M/s WAPCOS, Chennai. We are also crafting comprehensive policy guidelines for utilizing Coast Guard Regional Rural Yojana, and issuing rate contracts to private firms. This project will grant berthing amenities for Fast Patrol Vessels and Interceptor Boats. This project is a step forward in establishment of secure waters for the Eastern region..
COAST GUARD TIMBER POND PROJECT. Development Phase-I (by 2021/CGDAP XIII ) Refurbishment of Main Slipway is at final stage and load trial carried out upto 655 MT . DCI, V izag has completed survey for dredging of Boat Basin/Timber Pond. Berthing of FPVs/OPVs : Case for final dredging of Boat Basin/Timber Pond is in progress at CGHQ for including the same in AWP 2023-24.
[Audio] This slide focuses on the capacity building of the Bum Chang Regional Headquarters, or BCRHQ. Through the procurement of workshop equipment, special and general tools, the BMU has been able to establish a workshop for servicing W5 subassemblies. In addition, 126 supervisors and tradesmen have been given extensive training on the MTU 4000 series engines, in order to carry out W3 and W4 routines. Finally, the positioning of technical officers of adequate seniority has enabled the successful execution of the capacity building exercise..
[Audio] In the Eastern Region, our Capacity/Capability Building of HMU(MDP) efforts have seen a significant improvement. We have increased the compliance rate to an impressive 71.27%. Additionally, we have allocated GIN code for the utilization of DFP and liquidation of OPDEF onboard ACVs by renewing lift fan top cover is being taken care of. Further, we have overhauled the SME aft alternator of ACV H-197. Our HMU workshop is now being utilized for various fabrication, welding, machining, drilling, cutting and grinding works..
[Audio] The Eastern region of CGRHQ is actively taking part in the liquidation of Vikram class and Priyadarshini class Offshore Patrol Vessels and Fast Patrol Vessels. Obsolescence Management is being carried out to promptly identify and fix long pending and repeated issues. Moreover, the early refurbishment and operation of Timber Pond Slipway is underway..

As part of the upgradation process, we are making sure that all five ships in the Rani Abbakka class have the highest version of the MCU-14 onboard; the case is progressing and being monitored at the CGRHQ. We are also upgrading the Integrated Bridge System on board the Vishwast and Samarth Classes. Additionally, a W5 Sub-assembly servicing workshop has been set up at Timber Pond to undertake W5 routines, and we have concluded a rate contract for Hydraulic oil/Lub Oil Analysis with competent firms in the region..
