[Audio] The Course was conceptualized during a brainstorming session conducted in DTRTI Lucknow for finalizing the proposed Course calendar of the institute for the Calendar year 2021- 22. Initially, it was conceived as a regional course for officers upto the level of Addl. Commissioners in the states of UP and Bihar falling within the training ambit of DTRTI Lucknow. However, realizing its importance and potential for capacity building it was scaled upto the All India level. The course was then discussed in the Annual trainers' Conference of NADT and Hon'ble Pr.DG ( Training) NADT was gracious to grant approval for the same. The Income Tax department, being the foremost revenue earner for the Govt., plays a extremely vital role in the national economy. The officers of the department strive their utmost in the task of revenue collection and augmentation. By and large, the departmental officers are well versed in the tax provisions and rules. Through this course an attempt is being made to acquaint our officers with the broad national macroeconomic framework within which the department functions and the interplay between national and global events and the country's tax collection. The galaxy of eminent speakers, comprising topmost economists and policy makers of the country, shall dwell upon various theoretical and practical aspects of national economic issues and the roadmap towards realization of a 5 Trillion $ economy. They shall also give an insight into the Govt's monetary and fiscal policies as well as FDI policy and emerging sectors as e-commerce and their tax implications. Needless to say, this web course shall enable our officers to truly appreciate their vital role in the national economy. This course shall undoubtedly widen the officers'' knowledge base, particularly of those with a non economics or finance background and truly facilitate their capacity building. Further, it shall become a precursor and template for future such courses to be conducted by the Institute..

[Audio] 1. Dr Aruna Sharma, IAS ( Retd.) She is an IAS Officer of the 1982 batch. During her long and illustrious career she has worked in diverse capacities and her last stints were as Secretary in the Ministries of Information Technology and Steel, Govt. of India. She has to her credit the National Steel Policy, 2017 and an impressive tenure as Director General Doordarshan. As Secretary Health and Family welfare, she implemented various path breaking measures and also worked as a member of National knowledge Commission on health care and education. She was a member of the high level RBI committee on Deepening of Digital Payments, whose report was immediately implemented. An alumnus of Harvard Kennedy School, she is currently a fellow with University of Bath, UK and her doctoral work is on Psycho barriers in access to public health. A prolific writer, she regularly writes columns for various national papers and media channels and is also working as independent director in various corporate concerns. Her latest book "Dancing towards the 5 Trillion $ Economy on Holistic Beat" has been released recently. Session 2 Day 1: 24. 06. 2021: 10: 30 am – 11: 45 am During her lecture, Madam Sharma shall dwell upon various facets of the Indian economy drawing upon her rich working experience and vision for the future. She will outline the critical role played by Direct Taxes in the national economy. Further, drawing on the theme of her latest book, she will present a future roadmap for the department and how the Income-Tax officers can be the torchbearers in the inexorable march towards realization of the 5 Trillion$ economy dream. 2. Prof.(Dr.) Sanjay Kumar Singh He is a senior and distinguished professor with IIM, Lucknow, in the domain of Business Environment. His teaching interests encompass a gamut of topics viz. managerial economics, industrial economics, transport economics and policy, energy and environment, infrastructure, macroeconomic environment etc. He holds a Doctoral degree in development economics from Indira Gandhi Institute of Development Research, Mumbai and is also an Electrical engineer from IET, Lucknow. He has had a very rich and diversified teaching and research experience. Prior to joining IIM, Lucknow, he has taught in topmost institutes viz. IIT, Kanpur and XLRI, Jamshedpur and has excelled in research at prestigious institutes viz. IGIDR, Mumbai etc. He has to his credit numerous publications and research articles and is recipient of numerous awards and scholarships. [Audio] CONTOURS OF ECONOMY AND ITS IMPLICATIONS ON DIRECT TAXES Page | 8 Session 3: Day 1: 24.06. 2021: 12:00 pm – 01:30 pm During his first lecture on day 1 of the course, Dr Singh shall elaborate upon various economic goals of the Govt., how to measure economic growth, composition of GDP India's standing in terms of economic size, importance of GDP and why its growth matters so much, inflation and fiscal health etc. Session 1 Day 2: 25. 06.2021: 10: 30 am – 12: 00 pm During the course of his second lecture on Day 2 of the Course Dr. Singh shall dwell upon trends in fiscal deficit of central government, Tax to GDP ratios across countries, Govt. debt, key factors determining fiscal health of the Govt., India's tax revenue, growth in Direct taxes, share of direct taxes in total revenue across the world, income and corporate tax rates in India vis-a-vis other countries and its impact on tax revenue and a brief discussion on the 2021- 22 Union Budget pertaining to Govt. finances. 3. Prof. ( Dr.) Arvind Mohan He is a senior professor with Lucknow University and till recently served as the Head of department of economics there and is also an adjunct professor with IIM Lucknow. Winner of the Chancellor's medal for being University topper with all time record marks, he holds a Doctorate in Economics. An eminent economist he is a consultant with the World Bank, UNDP, UNICEF, USAID etc and also serves as advisor for the State Govt. of UP in various capacities on its multiple development and educational committees and training academy for civil servants. He is also an expert for UPSC and NAAC. He has also handled various administrative positions in the university and guided UN interns from Harvard, MIT etc. He has to his credit scores of publications in national and international journals and is a regular columnist for Times of India, Hindustan Times and other media channels. Session 4 Day 1: 24.06.2021: 03:00 pm -04:30 pm During the course of his lecture, Dr. Mohan shall speak on the current economic situation in the country and various events of previous and current years having ramification on tax revenues especially direct taxes. Especially he shall dwell upon the Great recession of 2008 which caused a global meltdown and precipitated severe economic crisis the world over. He shall also touch upon the current COVID pandemic crisis and other events which have had a cascading effect upon the economy and thereby on the Govt.'s tax revenues..

Shri Ishtiyaque Ahmed, IRS He is an IRS officer of the 1992 batch and is currently working as Advisor ( Industry and Mining), NITI Aayog, for the last seven years. He has had a very rich and diversified working experience. During his tenure in the parent Income Tax department he has worked in various capacities on all aspects of taxation work and is adept in other laws and regulations as well. A post graduate from University of Allahabad, he has attended various programs in prestigious national institutes. In his current position as advisor in NITI Aayog, he has played a stellar role in policy formulation and implementations across diverse domains viz. FDI policy reforms, industrial policy, taxation, e-Commerce, mining etc and is justifiably acknowledged as an expert on Foreign Direct Investment in India. He is credited with drafting of the historical FDI liberalization policy since 2014 and foreign investment policy and played a vital role in creation of production linked incentive schemes. Session 2 Day 2: 25. 06. 2021: 12: 15 pm – 01: 45 pm In his address to the participating officers Shri Ishtiyaque Ahmed shall elaborate upon the Foreign Direct Investment (FDI) policy of India and its vitality for the growth of the national economy. Besides he shall also throw light on the upcoming sectors of the Indian economy primarily eCommerce and the tremendous significance it holds for national growth and tax augmentation. Lastly he shall focus on various production linked incentive schemes drawing upon his expertise and rich working experience. His lecture will elucidate succinctly as to how the aforesaid policies and schemes shall have a multiplier effect on the national economy and concomitant tax potential. 5. Prof. ( Dr.) Ashima Goyal An economist of international repute, she is working as Professor Emeritus in the prestigious Indira Gandhi Institute of Development Research, Mumbai and her resume is replete with scholarly accomplishments. A Doctorate holder in Economics, she has carved a niche for herself in the domain of open economy, macroeconomics and finance and has to her credit hundreds of articles in reputed national and international journals. She edits the prestigious Routledge journal " Macroeconomics and Markets in Developing and Emerging Economies" and has been a consultant to various national and international financial institutions viz. RBI, ADB, DEA, UNDP, UNESCAP etc. A well known person in the Indian policy circle, she has been a visiting fellow at the Economic Growth Centre, Yale University and a Fullbright Senior Research fellow at Claremont Graduate University, USA and has won prestigious awards for her sterling research work. She has served on various Govt. committees particularly in the Prime Minister Economic Advisory Council and on boards of financial and educational institutions. Currently she is a member of the RBI Monetary Policy committee and also an independent director at Edelweiss Financial services and SBI General Insurance. She will dwell upon emerging and developing market features affecting taxation and their attendant consequences for monetary & fiscal policy and Govt. debt. She will also discuss various aspects of economic reforms having a bearing on direct taxation of the country and a possible way ahead for the tax officers in meeting the current challenges and augmenting tax collection. This session will round off the two day course and will serve as a befitting closure of the discussion on economic and tax issues by eminent economists and policy makers over the previous sessions..
