[Audio] 1.0 Executive Summary 1.1 Business Background & Summary Namibia is a country that has an abundance of resources, this is particularly true in terms of its marine and coastal resources. The Namibian Ocean has an abundance of resources due to the banguela upwelling. However, it is important to note that the marine resource is not invulnerable, it is prone to overexploitation due to the high dependance of the country's economy on it. The Namibian marine resource is currently dominated by the fisheries sector, followed by tourism and mariculture. After conducting various research and studies, it can be concluded that there is a need for a research Centre, information is key in realizing goals and objects not just of individuals but also those of national level. The impacts of human activities and climate change on the ocean are on an increasing trend. Namibia is not equipped enough to deal with such issues currently. Global evidence suggests marine life is in the midst of the sixth mass extinction event, only when the leading causes are investigated and mitigated can the ocean be protected and conserved. A research institute can aid Namibia to become competitive in the age of globalization and ocean economics. 1.2 Mission The mission of MARE Institute is to ensure efficient and quality information gathering, storage and distribution. To aid the realization of a sustainable blue economy development in Namibia and to allow Namibia an even playing field on a global scale in terms of ocean research & exploration, ocean innovation, development, and conservation. 1.3 Company and Management The company is the state-of-the-art research center that employs the use of the latest techniques and technology. The research center has various departments such as oceanography, biology, chemistry, fisheries, innovation & development and engineering. The management of Marine Research and Exploration Institute consists of co-owners and Chief researchers Onesmus Hangula, Lydia Julius, and Rabonzy Uxams. Both partners will be taking hands on management roles in the company. Departments are under the management of various department heads; the Administration and Human resource departments will oversee and be of service to the other departments. The Financial department under the supervision of a chief financial officer will carter to the carter to the financial needs of the Institute. 2.0 Problem Statement or Need 2.1 Lack of data & information There exists a gap in knowledge as Namibia unfortunately doesn't place much emphasis on research and exploration of our ocean. Not to mention that Namibia is one of the countries that has little primary data on the ocean and relies only on existing research (secondary data). There are no clear documentations of our ocean and the changes it has gone through. The ocean is more than just the fishery sector, there is a need to explore.

Page 4 (4m 20s)

[Audio] beyond that. Pollution, climate change, habitat loss, and species extinction are all issues impacting our ocean yet there is a lack of extensive research and documentation. 2.2 Outdated/ traditional techniques & technology Similar to a lack of data and information, the techniques and technologies utilized in Namibia are outdated. The world is developing at a fast pace and Namibia is unable to catch up. The technologies and techniques we use are very tradition and outdated, this is not to say that there is no merit in existing techniques and technology, it is merely an issue of efficiency, accuracy, and precision. New technologies are being introduced and utilized globally, Asian countries like Japan are head by many years in terms of technology and techniques. 2.3 Lack of experts Research and Exploration projects in Namibia are usually headed by foreign experts, huge sums have to be paid to hire expert from outside as local experts are not on par with them. Local researchers can only deal with small scale research projects, usually as individuals and due to self-interest. There is a need to develop and nature Namibian experts as well and outsource them to foreign countries as well and allow them to lead large projects. 3.0 Proposed Solution The solution to the previously mentioned problems can be found in the Marine Research and Exploration Institute ( MARE) and the services it provides. 3.1 Inhouse researchers The institute has will hire its own researchers, experts in their specific fields. They will carry out extensive research in different fields and teams will be dedicated to marine exploration, this will update the data profiles, as well as document new discoveries and changes in the ocean. Collaborations with foreign institutes and researchers will also be done. The data gathered can be used to advice governments, aid in development projects or be handed over to the innovation department to realize its potential. 3.2 Rent lab space or personnel Developers, conservationist, researchers, explorers, and others can rent a lab from the institute to carry out their research in a fully furbished lab space. Similarly, personnel can be rented as well to carry out proposed projects be it individuals or a team. 3.3 Workshops, internships & mentorships The institute will host workshops aimed at educating and sharing knowledge and latest developments in the field. Seminar rooms and conference halls will also be rented out to other institutions. Internships and mentorships are aimed at naturing future experts in the field and to provide equal opportunities for all that qualify. 3.4 Ship & submarine, helicopter.

Page 5 (7m 26s)

[Audio] Researchers, explorers, and institutions can also rent out a ship or submarine for their projects. A crew will be provided with the ship or submarine, the vessels are equipped for research purposes and can not be used for any other purpose. Divers can also be provided if the project calls for it. A helicopter and emergency service crew are always on standby and will be dispatched if a distressed signal is transmitted. 3.5 Accommodation and other facilities Accommodation will be provided for researchers or guest upon request, there are a variety of accommodation options available. There will be a gym fully equipped, and has an indoor pool, for recreation. There will also be a cafeteria and an interactive planetarium. 4.0 Qualifications The owners of Marine Research and Exploration Institute have the following qualifications at their disposal: Dr. Onesmus Hangula: 2010- 2016 University of Stellenbosch Bachelor of Ocean Ecology and Economics Course taken: Ocean Ecology Aquaculture and Sales Marketing Ocean Economics Dr. Lydia Julius: 2014- 2018 University of Namibia Bachelor of Marine Biology and Engineering Course taken: Marine Biology Marine Engineering Dr. Rabonzy Uxams: 2007- 2015 University of California PhD in Oceanography and Geology Course taken: Fisheries Sciences Geology Oceanography Work experience:.
