[Audio] PROJECT OVERVIEW The Puckapunyal Mid Term Refresh project will perform remedial works to key base engineering services, pond embankments and chemical storage at the Puckapunyal Military Area. The purpose of the Project is to extend the life of the engineering services to support the Army training facilities as well as on base accommodation for Australian Defence Force personnel and their families. The Project addresses issues in aging water infrastructure as well as environmental concerns with pond embankments and chemical storage. The PMA is a major Defence base encompassing approximately 50,000 hectares, approximately 10km west of Seymour and 100 kilometres north of Melbourne in Victoria. It is located within the Mitchell Shire, and adjoins the Greater Bendigo and Strathbogie municipalities to the north-west and the north, respectively..

[Audio] Code Compliance - Union entry to site Under the Building Code: The Fair Work Act 2009 and occupational health and safety ( OHS) legislation apply to union officials entering the site. Union entrances into the site must be strictly in accordance with the Fair Work Act as well as (for safety purposes) OHS legislation. [Audio] This is the Site Office Map. Upon entering from the gate, on your left you have Barpa's office carpark. All visitor's must park in the visitor car park or opposite the gate where there is extra parking. On your right you have the site office, lunch sheds and toilets within the amentities. The emergency assembly point is opposite the road with a sign indicating the assembly point. First aid and bleed kits are located in the first aid room and on- site near current works..

[Audio] BASE PROTOCLE All personnel entering Base shall perform a site induction with Barpa staff at site office, signing off acceptance of base entry conditions with base / Barpa specific guidelines to be followed. ALL Contractors are restricted to the work zone areas marked on the site staging plans, works outside these areas are restricted to subcontractors. No photos to be taken onsite. Notification will be made to base security and ANY offender will be escorted from site.

[Audio] SITE OFFICE Office and lunch and toilet facilities are setup in the Base maintenance compound. Cold water fountain is located within the complex. Speed limits are to be maintained along the main base road ( 40 km and 60 km zones). Speed checks are also randomly carried out, if breaches occur, consequences include penalties and/or removal from site. Daily pre-starts are to be carried out by all contractors. Supervisor representatives to conduct pre-start and a group sign off by all individuals in the work groups All machinery to be checked over and daily check sheets to be signed and dated Barpa undertakes random drug testing, with workers selected randomly on the day to be tested. NO FUEL IS TO BE STORED IN THE WORK ZONES FACILITIES ARE PROVIDED.

[Audio] Emergency procedure Call 000 & 5793 1501 ( Security Control Centre emergency no.) By calling Security Control Centre, they can advise the BM and SADFO of the incident, they will also send the on base fire crew who are fully first aid trained and have defibrillators. Can usually respond to the call-out faster than 000 dispatchers. The Security control centre will also send a patrol car to the gate to escort the emergency service vehicle. Both numbers must be called.

[Audio] EMERGENCY EVACUATION PROCEDURE When you hear the evacuation sound or are instructed to evacuate do the following: Stop work Switch off electrical tools and gas equipment Inform Barpa site management if you need assistance Proceed to the Emergency Assembly Point Remain at the assembly point until directed by Site Management Note: Visitors are to be escorted by their host Emergency Assembly Points will be established at each building – Refer to the Project Board found at each building prior to starting work.

[Audio] PERMITS Barpa utilise the following permits. These must be applied for using Hammertech at least 24 hours prior to being required. Services Isolation Permit - For all electrical isolation works. Electrical Energisation Permit - For all permanent power energisation works. Permit to Access Energised Board - Required for access to permanent energised board/ cabinet. Roof Access Permit - Works undertaken on building roofs when fall protection has been removed Confined Space Permit - All confined spaces as specified in Australian Standard AS 2865 Excavation & Trenching Permit - All excavation and trenching works. Required when breaking dirt for new works Concrete Cutting & Coring Permit - For all concrete cutting and coring Hot Work Permit - For hot works associated with: Total fire ban days, demolition works, welding, work inside lift shafts, works in the vicinity of an occupied structure and client specific requirements. Hot work is defined as, work involving grinding, welding, and thermal or oxygen cutting or heating and other related heat producing or spark producing operations. Demolition Permit - For all demolition works Exclusion Zone Permit - An exclusion zone is required where the risk of falling objects exists..

[Audio] Environment All works to be conducted in accordance with Barpa's Environmental Management Plan. This project has the following environmental impacts; • Asbestos – Previous detection & removal of asbestos on site • Runoff - Contractors to ensure sediment is not running off into drainage. Washout bays and offsite disposal is the Subcontractors responsibility. Any dewatering/ contamination from groundwater is to be collected and not distributed back into the environment. • Dust - Ensure dust suppression • Noise - Ensure minimum noise pollution and identify noisy works and reduce exposure where possible.

Legal obligations - All workers must comply with environmental laws/legal obligations, any non-compliance to be reported to Barpa. Communication – If any worker is unaware of environmental procedures please consult Barpa prior to commencement of works. [Audio] TRAINING AND Competency Anyone working on the project must have; General Induction Card Training in your company, WHS Plan and systems, job tasks, plant and equipment use, standard operating procedures etc. Safe Work Method Statement for high risk work Anyone undertaking high risk plant operation must have a valid high risk licence Anyone operating mobile plant such as excavators and front end loaders must has a statement of competence issued from a registered training organisation.

[Audio] SNAKE INFORMATION Snakes play an important role in our ecosystem and are protected under the Wildlife Act 1975. It is illegal to harm or kill snakes. When left alone, snakes present little or no danger to people; Take care when lifting objects that have been on the ground and undisturbed for some time; Snakes are known to bite animals if they feel threatened. If you encounter a snake, remove yourself and your pet from the area or restrain them until the snake passes. Maintain lawns and clean up equipment stored outside or in sheds. Snakes are attracted to shelter such as piles of rocks and timber, sheets of metal and building materials; If the snake does move away from you do not follow it. If safe to do so, track the snake's movement. Do not go looking for the snake if you lose sight. Follow the below steps and advise where the snake was last sighted; Advise personnel within the immediate area to stay clear; and Call the BSSC on 1300 658 975 and request immediate P&V attendance. P&V and Land Management staff are trained to handle snakes and will arrive promptly..

[Audio] WHAT IS UXO or AXO? Unexploded ordnance (UXO) is any sort of military ammunition or explosive ordnance ( EO) which has failed to function as intended. EO that has functioned yet contains residual explosive or chemical warfare agent is normally treated as UXO. Abandoned Explosive Ordnance (AXO) is derelict or abandoned ammunition. NOTE: There is a potential for Abandoned Explosive Ordnance to be discovered as part of trenching works on site. If AXO is disturbed (moved, picked up, played with, kicked, thrown, etc.), it (AXO) may explode without warning. As AXO may contain residual explosives it is critical that if discovered works cease immediately and Barpa Site Management is contacted immediately..

These artefact scatters will likely consist of silcrete and quartz artefacts and will likely be found in shallow deposits from 100- 450 mm in depth, however, archaeological deposits along watercourses could occur at greater depths. If you come across any of these remains, please stop works and notify Barpa immediately..
