[Audio] Guidelines and Procedures Governing the Conduct of Police Honors in the Philippine National Police.

[Audio] Rendering honors to civilian dignitaries or to persons occupying high police/military/government positions is among the usual ceremonies in the Philippine National Police (PNP). While amendments in the PNP Manuals on Drills and Ceremonies, and Protocol on Social Graces are ongoing, this PNP MC will effect the changes being introduced, and thereafter be adopted in the revised manual..

Purpose. This PNP MC prescribes the guidelines, policies and procedures for the standard execution of Police Honors which shall be strictly observed by all PNP units and offices..

DEFINITION OF TERMS:. /iSOH. Honors- ceremonies rendered to dignitary, police/military, and civilian of high rank or position, either a local or foreign individual, as a manifestation of special courtesy..

Gun Salute. - is a volley of fire rendered as part of the Police Honors in specific instances..

Honor Guard Formation- consists of band, colors, salute battery (if required), and a contingent of honor guards tasked to render personal honors to person/s entitled upon arrival/departure to/from a police camp saluting station..

Ruffles & Flourishes- a ruffling drumbeat and fanfare played in honor of an honoree during a ceremonial reception..

2023. GENERAL GUIDELINES.

1. Personal Honors- is a type of Police Honors customarily and traditionally rendered by police uniformed personnel..

Entitlement to Police Honors B. (For PNP/AFP/PN/BJMP & BFP Star Rank Officers).

a.1 Arrival/Departure Honors- it is accorded to an individual or group entitled to such honors. In case a group will be accorded honors, the most senior individual among them will act as the lead honoree..

Emcee will read the pre-arrival narration of the significance/theme of the event/activity (to be read at least 10 minutes before the GOHS party enters the police camp or venue)..

The honoree acknowledges the salute, steps down from the dais with the host. HGC escorts GOH with the host taking position at the left side of the honoree for the inspection of the honor guards. As they approach the band, Police Host switches position to the right of the HGC. Six (6) paces before the colors, the HGC cautions the GOH, “PINUNO, ANG MGA WATAWAT, Pugay Kamay, NA.” The HGC, honoree and host execute hand salute. Three (3) steps after the colors, the HGC commands “Handa HARAP” The HGC, honoree and host drop their hand salute. They continue marching up to the last element of the honor guard where the HGC peels off and proceeds to his position in front of his staff. The host switches his position to the left of the honoree as they march directly to their original positions at the dais..

Upon arrival of the craft or vehicle, the cordon is marched to a position near the exit (ramp) in two columns, centered to the exit, faced to the center and dressed with about three steps distance between the ranks. At the approach (about three steps) of the honored guest and host, the cordon commander commands “Tanghal, TA.” and the cordon simultaneously executes present arms. When the honored guest has entered the conveyance, the cordon commander commands “Baba, TA.” and remains in place until the conveyance has departed. If it is an aircraft, the honor cordon exists as soon as the honoree has boarded the aircraft..
