[Audio] A P A R is an annual report containing inputs for assessing performance of an officer ( ratee) for assessing his fitness for Confirmation Promotion M A C P Retention in service.

[Audio] Periodicity - Normally one apar is raised in a year But can be more than one in case of Transfer of Ratee officer Transfer/retirement of Reporting / Reviewing officer.

[Audio] In the channel of reporting, the reviewing officer is the next higher authority to the reporting officer. Please note that apar of a civilian official can only be raised by a Gazetted or commissioned officer. J C Os or equivalent or any non gazetted superintendent incharge of section cannot be raise apar of any civilian employee..

[Audio] These are some important points to be kept in mind while filling up apar by the ratee, reporting and reviewing officers.

[Audio] The ratee officer must have worked under the Reporting / Reviewing officer for minimum 90 days in order to become eligible for A P A R. If not worked under any Reporting officer for 90 days, the Reviewing officer can initiate A P A R (if meeting the condition of 90 days), which will be reviewed by next senior officer A P A Rs to be raised even for officers who have retired / resigned after completing 90 days of service in the given year..

[Audio] Supervisory officer should maintain a confidential diary in which instances which create suspicion about the integrity of a subordinate should be noted from time to time and action to verify the truth of such suspicion should be taken expeditiously by making confidential enquiries. At the time of recording the apar, this diary should be consulted for filling in the column relating to integrity. In cases of unconfirmed nature of the suspicions, the column pertaining to integrity should be left blank and a separate secret note about the cloubts and suspicions regarding the Government servant's integrity should be recorded simultaneously and followed up. copy of the secret note should be sent together with the Character Roll to the next superior officer who should ensure that the follow up action is taken expeditiously..

[Audio] Official whose performance is not up to the mark, should be first informed of his shortcomings and he should be counseled and trained before issuing warning to him and making adverse entries in his apar..

[Audio] Communication of entire apar grading including any adverse remarks is a must. The ratee official has a right to challenge it, if not satisfied with, within 15 days and his representation is to be disposed of by a 'Speaking Order'. If this procedure is not followed, D P C can expunge / modify adverse remarks / gradings at the time of his consideration for promotion / MACP..

[Audio] As per D O P & T guidelines, there exists no provision for endorsing advisory remarks in an Assessment Report ( AR). Therefore, communication of advisory remarks, if considered necessary; , may be done separately and NOT in the Assessment Report. Advisory remarks like 'needs guidance / supervision' reflecting remediable defects should not be recorded in the Assessment Report..

[Audio] No remarks can be recorded in the apar either by the Ratee, the Reporting Officer or the Reviewing Officer after 31st December of the year. In case both the Reporting Officer and the Reviewing Officer forfeit their rights to enter any remarks because of not adhering to the schedule of completion, the CR format with the self-appraisal given by the Ratee Officer will be placed in his / her apar dossier along with a certificate that the concerned Reporting / Reviewing Officer(s) have forfeited the right to enter the APAR..
