Year Event 1855 The subject “Irrigation & Power” came under Department of Public Works 1919 In GoI Act 1919, Irrigation became a provincial subject 1923 Subject “Irrigation & Power” came under Department of Industries & Labour 1927 Central Board of Irrigation was constituted 1937 “Irrigation & Power” was assigned to Department of Labour which got separated from Department of Industries 1951 New Ministry of National Resources & Scientific Research was setup which took the subject of “Irrigation & Power” 1952 Ministry of Irrigation & Power was setup 1974 Separate Department of Irrigation under the reconstituted Ministry of Agriculture & Irrigation Jan 1980 Department of Irrigation came under New Ministry of Energy & Irrigation June 1980 Ministry of Energy was bifurcated and Department of Irrigation given the status of Ministry of Irrigation 1985 Rechristened to Ministry of Water Resources 2019 Rechristened to Ministry of Jal Shakti.

Water in Constitution of India. Article 246 of the Constitution deals with subject matter of laws to be made by the Parliament and by Legislature of the States. As most of the rivers in the country are inter-State, the regulation and development of waters of these rivers, is a source of inter-State differences and disputes . In the Constitution, water is a matter included in Entry 17 of List-II i.e. State List. This entry is subject to the provision of Entry 56 of List-I i.e. Union List..
