Code of Federal Regulations. The code of federal regulations ( CFR ) is the codification of the general and permanent regulations published in the federal register by the executive departments and agencies of the federal government of the united states . Handwritten signature means the scripted name or legal mark of an individual handwritten by that individual and executed or adopted with the present intention to authenticate a writing in a permanent form. The act of signing with a writing or marking instruments such as a pen or stylus is preserved.
